The Go Ahead Eagles winger scored 10 goals last season as he helped the Dutch side become KNVB champions.
Celtic liked what they saw but the Hoops had a £1.5m bid rejected for Breum back in May.
Go Ahead Eagles’ chairman admitted that Celtic were way off the fee it would take them to sell and said the Denmark U21 international would cost £5m.
Jeffrey Schlupp set to snub Celtic return
After spending the second half of last season on loan at Celtic, Jeffrey Schlupp became a free agent following his departure from Crystal Palace.
Schlupp has been waiting carefully to decide his next club and the Hoops did look at extending his stay on a permanent basis.
But, Norwich City appear to have won the race to sign Schlupp and he is set to join the Championship side instead of return to Celtic Park.
Kwon the latest Celtic flop to head for the exit door
In the past few weeks the Celtic conveyor belt has been shipping out players that are no longer required.
Gustaf Lagerbielke joined Braga permanently and then Luis Palma completed a loan move to Lech Poznan.
Hyeokkyu Kwon seems to be the next heading off after reports on Wednesday confirmed that Kwon would be having a medical at Nantes.
Austria Vienna seemed like Kwon’s initial destination but things appear to have changed and France is his next port of call.
